The face is decent, and the effect of the light form the water reflecting on to the figures hair is good, but that's it.
The water doesn't look like water so much as a coloured blur, and the large brush strokes used for the water in the back of the piece seem lazy and thoughtless.
I think it's a harsh 5, but whatever. You should put as much effort into the background as you do with the characters, because one could easily ruin the other.
